These scholarships, awarded by Azerbaijan’s Ministry of Foreign Affairs, encompass bachelor’s, master’s, and PhD degrees and general medicine/residency programs. The government of Azerbaijan is offering these scholarships fully funded to the students.
The scholarships cover various academic subjects and majors at 20 Azerbaijani universities. Eligibility extends to residents of countries within the Organisation of Islamic Cooperation (OIC) or the Non-Aligned Movement (NAM).

Eligibility Criteria for Azerbaijan Government Scholarships 2024
All international students from these 152 countries can apply for these scholarships. But you can’t apply if you are from Azerbaijan or lost your citizenship in Azerbaijan, you can’t apply.
There are different age limits for different programs:
- If you want to apply for undergraduate or general medical programs, you must be below 35.
- For masters and residency programs, you must be below 40.
- If you’re applying for a PhD, you must be below 45.
Required Documents for Azerbaijan Government Scholarships 2024
To apply for the scholarship, you’ll need:
- A completed nomination form for the first stage of the application process.
- A motivation letter explaining why you’re interested in the scholarship and your future goals.
- Diplomas or transcripts from your previous high school or university studies.

- Attested copy of your Passport.
- A document showing your general health status, including HIV/AIDS, Hepatitis B, and C tests.
- Your CV or resume detailing your academic and professional background.
- Proof of English proficiency, if needed. The requirements are:

How to Apply for this Scholarship
- Send the required documents to the Azerbaijani Embassy in your country by May 20, 2024, before 6 p.m. Baku time. These documents include the nomination form, diplomas or transcripts, a copy of your passport, a health status document, a CV or résumé, a motivation letter, and proof of English proficiency if needed.
- If your government has officially nominated you, proceed to the second level.
- From June 16 to July 1, 2024, submit your application through the Study in Azerbaijan Centralised Admission Service (SIACAS) website at portal.edu.az.
- Log in to the SIACAS website and choose “Heydar Aliyev – International Education Grant” as your admission channel.
- Select up to two-degree programs from various higher education institutes in Azerbaijan.
- Check your application status and get updates on the next steps on the SIACAS website.
- Apply between June 16, 2024 (from midnight) and July 1, 2024 (until 6 PM) Baku time. Additional info:
